Excise Movement and Control System (EMCS)


On the 1st of April 2010, EMCS (Excise Movement and Control System), a new integrated computerised system for monitoring the movement of excise goods under suspension, went live in 23 of the 27 EU member states . This replaced the existing paper AAD (Accompanying Administrative Document) that currently accompanies these types of movements.

Economic operators engaged in excise duty suspended movements within the EU must now have an EMCS application (capable of integrating with Revenue) to record the receipt of such goods electronically since the 1st of April 2010. All such economic operators must have an EMCS application capable of both submitting and receiving all relevant EMCS messages by 1 January 2011.

The Thyme-IT System has been modified to cater for the changes associated with the EMCS 3.1 upgrade which is scheduled for release by Revenue on 13/02/14

The amendments are related to the message format that is sent to Revenue along with the addition of an optional remarks field associated with Change of Destination (IE813) message. The only change noticeable to users will be the extra field available for entry to them when performing a change of destination.
